You must complete 20 of the 28 stranger missions (approximately 70%) for 100% completion. Multi-mission chains count as a single stranger toward this total once the chain is completed. The 5 freak encounters do not count at all.

Most stranger missions can be retried immediately by leaving the area and returning. A small number have failure conditions that block them for the remainder of the playthrough:
